    On Tuesday 17 September 2019, a Canadian delegation accompanied His Worship Mayor Jim Watson from Ottawa, visited The Hague Security Delta (HSD). The visit was in the context of promoting and continuing the collaboration between both countries which gives businesses the facility to participate in a Soft landing program. A continuation agreement was signed by Mayor Watson, NCCC member Chris van Voorden (InnovationQuarter) and Joris den Bruinen (HSD) to strengthen this collaboration for the future. The visit was organised in close cooperation with InnovationQuarter, Invest Ottawa and the Embassy of Canada.

    The programme included several introductions from the organising partners, a presentation by former soft landing participant Magnet Forensics and an open discussion on further collaboration between Ottawa and the greater Rotterdam-The Hague area. Inspired by Mayor Watson’s visit, the partners are motivated to support more businesses to explore market opportunities across the ocean and participate in one of the soft landing programs.

    Soft Landing Programme

    The Canada-Netherlands Cyber and Security Technologies Soft Landing Platform was set up in 2013 by Invest Ottawa, the Dutch Embassy in Ottawa, the Canadian Embassy to the Netherlands, InnovationQuarter and HSD. This soft landing program supports businesses from Ottawa to set up an office here in the Netherlands and Dutch business to set up office in Ottawa. HSD SME partners interested in exploring the North American market get a unique market introduction for a trial period. Based in Ottawa, Canada’s national hub for the cyber, defence and security sectors, the location offers easy access to the entire North American market. Canadian SMEs get the opportunity to land in the greater Rotterdam-The Hague area.

    By participating in the program, each firm will be provided with access to key resources and support by Invest Ottawa and HSD to build a strong regional network in the market and make strategic connections. Whilst providing a low risk entry trial to Canadian and Dutch companies entering a new international market, ultimately the program is conceived to help firms possibly set up a permanent presence in the market.

    Pierre-Luc Desgagné

    The Executive Council of Québec have appointed Pierre-Luc Desgagné as Québec’s Delegate General in Brussels. He will take up his post on 17 June 2019.

    Mr Desgagné succeeds Michel Audet, who has held the position since December 2014. Mr Audet has been appointed Personal Representative of the Québec Premier for the Francophonie and Special Envoy for Africa.  

    Biography of Pierre-Luc Desgagné 

    Pierre-Luc Desgagné is a partner in the business law group at the law firm Langlois and a member of the firm’s Board of Directors. He has extensive experience in the governmental and political spheres and recognised expertise in crisis management and public affairs. He has acquired a profound understanding of issues relating to social acceptability for development projects. He was previously deputy chief of staff to former Québec Premier Lucien Bouchard and a member of senior management at Hydro-Québec, where he was Vice President – Corporate Affairs and Secretary General among other positions.

    Mr Desgagné holds a bachelor’s degree in Law from Laval University and is a member of the Québec Bar.

    NCCC member kubikhttps://thinkubik.com/ was fundamental in the creation of 5 of the 7 galleries in the new Royal Alberta Museum. Each gallery holds unique notable features and required its own specialized approach.

    The 320 pound rock, Manitou Asinîy is of great spiritual significance to Indigenous peoples in Alberta and Saskatchewan. It is located in a stand-alone space on the second floor of the museum and is designed to encourage reflection and quiet discussion. The Iron Creek meteorite, a round pitted stone made from the purest iron, is believed to hold great spiritual power. Viewed from a certain angle, the stone reveals the profile of a face believed by some native groups to resemble the Creator. Due to it’s sacred nature to the indigenous people, pictures or video are not allowed in this area of the museum, but many come by to pay homage and leave spiritual offerings.

    The 4.5-billion-year-old stone is symbolic of RAM’s commitment to weave Indigenous stories throughout all six of its human history galleries. As lead fabricator and installer of the environment and the sacred stone, kubik’s experience with sacred artifacts enabled special care and accommodation for the culturally sensitivity required of this program. kubik team members were honored to participate in the smudging and pipe ceremony during the installation of this spiritually significant artifact.

    As principal fabricator, kubik spent the last four years of the seven-year project embedded with the RAM and the other partners of the gallery design team offering; design build, fabrication and project management expertise to many of the intricate and complex galleries and exhibitions throughout the 127,700 square metres (419,000 square feet) building. Sam Kohn, President of kubik commented, “our significant connections to vendors and specialist tradespeople, along with our extensive experience in large scale fabrication projects bringing Human History and First Peoples content to life, allowed us to take on a wide scope of activities and projects within this massive enterprise.”

    The museum includes 24,990 square metres (82,000 square feet) of exhibition space – twice the size of the former museum. The wide-ranging collection and research activities maintained by the RAM demonstrates its dedication to collecting, preserving, researching, interpreting, and exhibiting objects of interest that capture the rich history of Alberta. There are more than 2.4 million objects in the Royal Alberta Museum collection with more than 5,300 objects on display throughout the newly invented galleries.

    Last week, Toronto based MaRS and NCCC member InnovationQuarter signed an MoU, signifying the start of a collaboration. The two organisations will explore options for setting up a market expansion programme in support of cleantech businesses looking to set foot on the ground in the market across the ocean.

    The common goal of MaRS and InnovationQuarter is to set up a reciprocal program that enables entrepreneurs and innovators in the cleantech space to gain access to the Dutch or Canadian market for companies looking to accelerate their growth in the region across the ocean. This  program will assist growth-stage cleantech ventures with market expansion through partnerships and funding opportunities in either the Toronto or the West Holland region.

    MaRS works with startups and scale-ups and offers a range of services that help founders increase revenue and fuel their competitive advantage. With an extensive network that spans over 1,200 companies across the country, MaRS can help turn breakthrough ideas into products and services with global impact. MaRS is North America’s largest urban innovation hub occupying 1.5 million square feet in downtown Toronto. It is a diverse community of more than 120 tenants, including research labs and global tech companies, each selected to create a community that is collaborating on real solutions to important problems.

    The collaboration will give Dutch companies access to the services of MaRs, such as advisory support and connections to talent, access to investors as well as connections to partners.

    InnovationQuarter will assist Canadian cleantech companies in their business expansion into Europe and accelerate their growth. This collaboration should result in a market expansion program similar to previously set up programmes, such as the BOSteRDAM program, which is set up in collaboration  with Greentown Labs in Boston. Here foreign companies are offered the opportunity to spend two weeks working in our region, engaging with locals as a local.

    Digital Evidence

    It was the pedometer that gave him away. Tennis coach Mark de J. was suspected of killing entrepreneur Koen Everink. De J. claimed that at the time of the murder he was being held in a back seat, but his pedometer told a different story. Just one example of digital evidence helping to solve a case. Hans Henseler and Carl Tinker of Magnet Forensics expect this type of information will in future be part of all police investigations. It is therefore high time that not only digital forensics specialists but also regular investigators had the opportunity to review digital evidence. Magnet’s intuitive assessment tool – Magnet REVIEW – makes this possible.

    What makes Magnet Forensics so innovative?

    “What makes Magnet REVIEW so good is that the tool works intuitively,” says Carl Tinker, sales director at Magnet Forensics. “For instance, anyone can order a football shirt on Amazon. You select the correct size and the right colour, team and fabric. Magnet REVIEW is equally user-friendly. In the left column, investigators can click on e-mail, chat, photos and documents. It lets them easily examine the digital evidence and assess its relevance to the case.”

    Tinker adds, “When digital forensics first emerged, a group of experts sat in a corner and that’s where you would send the digital evidence. Nowadays, these experts still unlock the raw data, but the detectives are the ones that assess the evidence because they have knowledge of the suspects and the timeline of events.”

    In 2018, the Canadian company Magnet Forensics acquired the product Tracks Inspector as well as the team of the Dutch firm that went by the same name. Tracks Inspector had, among other things, developed the well-known chatbot Sweetie for researchers at Terre des Hommes. With Magnet Forensics, Tracks Inspector has now become Magnet REVIEW.

    How has InnovationQuarter contributed to the establishment of Magnet Forensics in The Hague?

    “About 20 months ago when in Canada, we met Chris van Voorden, head of Foreign Investments at InnovationQuarter,” says Carl Tinker. “Chris told us about the soft landing programme that InnovationQuarter organises in conjunction with the Canadian embassy. This initiative is for Canadian companies that want to become acquainted with the West Holland ecosystem.”

    Tinker explains that Magnetic Forensics was at the time still thinking of the United Kingdom as the location for its EMEA headquarters: “Although we had clients in the Netherlands, we did not have any strategic contact until Chris and account manager Philip introduced us to the Ministry of Justice, potential partners and The Hague Security Delta. We then started scratching our heads because access to the European market is much better from the Netherlands than from the UK. And Brexit was coming too.”

    So, the company decided to settle in The Hague.

    “InnovationQuarter made us feel that there really was a support structure for us here,” says Tinker. “We were introduced not only to strategic partners and government bodies but to various commercial leads as well. For example, it was at an event recommended to us by InnovationQuarter that we met our Romanian partner. We are now doing substantial business with them.”

    What is the social impact of Magnet Forensics?

    Magnet Forensics began life on the work floor. The Canadian police officer Jad Saliba, who himself has a background in IT, was disturbed by the fact that his colleagues worked so little with digital evidence. Digital specialists were overloaded and investigators had not mastered the complex digital forensics tools that were available.

    Saliba therefore built a tool that allowed non-technical colleagues to analyse digital evidence. His company, Magnet Forensics, now employs 220 people. But in his heart, Saliba is still a law enforcement officer with a strong social mission: seeking justice and protecting the innocent.

    What does the future look like?

    “We want to grow,” replies Hans Henseler, co-founder of Tracks Inspector and now director of Magnet REVIEW at Magnet Forensics. “We hope to increase our turnover fivefold, but we are also growing in terms of staff: this year, we will go from five to nine FTEs. And if we add staff for support and training, we need to think along the lines of 12 employees in total.”

    Henseler lectures on digital forensics at Leiden University of Applied Sciences one day a week. He says, “What Magnet does will only become more relevant over time as there are many things that people are quite poor at but which machines excel at. You cannot stop the current trend.”


    Magnet Forensics were the winner of the NCCC's Business of the Year Award in 2018, presented by Canadian Ambassador Sabine Nolke.

    PSV will join forces with some big Dutch companies next summer to start an innovative co-operation. ASML, Philips, High Tech Campus Eindhoven, VDL Group and Jumbo Supermarkets will commit themselves as premium partners of PSV under the name of Metropolitan Region Brainport Eindhoven. They will collaborate in the field of innovation, vitality, entertainment, development and recruitment of talent. All parties share the ambition to put the Eindhoven region on the map as global leader in knowledge, high-tech development and innovation.


    “This is a first in the history of top sport. We will create a new ecosystem and the way we will do it is characteristic of the interconnection in this region”, says PSV General Manager Toon Gerbrands. 



    Appeal of the region

    Speaking on behalf of the partners, Henk Valk, CEO Philips Benelux, says: “All companies in the region help to build Brainport Eindhoven as a leading world class and innovative top technology region. We all have one big challenge: to attract and retain the right talent. On top of that we want to invest in the business climate and the health of employees and inhabitants so that we can strengthen the national as well as international appeal of the region. By joining forces we stand strong internationally.” Valk insists that PSV is more than football. “PSV unites”, he continues. “The club has won the hearts and minds of many people in the region, throughout the Netherlands and all over the world. Philips, ASML, High Tech Campus Eindhoven, Jumbo Supermarkets and VDL Group are all flourishing businesses and are among the top performers and specialists in their own field. We find inspiration from a shared past and together we will make the future. We will be able to reach a wide audience by means of this innovative collaboration.”

    Innovative collaboration

    PSV’s Commercial Manager Frans Janssen is a happy man: “This is the result of an extensive and constructive co-operation. Our current main sponsor energiedirect.nl informed us nearly one year ago that they would move their logo to the back of the PSV shirts from 1 July. We immediately got in touch with Brainport Eindhoven and told them this was an opportunity for them to adjust a traditional sponsor concept to a more innovative collaboration, which would enable more parties to participate. We create a genuine, tangible added value under the flag of Brainport Eindhoven to the companies, their employees and everyone concerned in the region.”

    Several examples

    Several projects have been launched the past few months that underline the strength of the new partnership. Thus PSV introduced a vitality wellness programme called PSV+, which is used by ASML employees, while PSV teamed up with Jumbo to start a Foodcoach programme. Philips and PSV have joined hands in the domains of health care quality and innovation. The sports performance centre at De Herdgang training ground, which will be realised in the next few months, is an ambitious project. PSV will serve as a crowd puller on the international stage to draw the attention to attracting the right talent and companies in the Brainport Region. The international promotion of the business climate for high tech companies is a major theme in the new cooperation for High Tech Campus Eindhoven. VDL will use, among other things, PSV’s marketing strengths to inspire people to continue to work in a technical environment. “On top of these examples, this partnership has some special characteristics”, continues Janssen. “Making a stand for the region and its inhabitants is unprecedented. Moreover, the continuation of the partnership is a special phenomenon. This is going to be an evolving partnership, which other companies with an affinity for Brainport Eindhoven are expected to join in the near future. Therefore we will no longer refer to a ‘main sponsor or shirt sponsor’, but to a premium partnership.”

    Invest in everyday surroundings

    The Brainport Foundation and the participating communities will not invest money themselves in the co-operation with PSV. John Jorritsma, Chairman of the Brainport Foundation and Mayor of Eindhoven revealed that this co-operation makes him feel proud. “PSV is an internationally renowned club and belongs to everybody. Trade and industry in the whole region work closely together in Brainport Eindhoven with the knowledge institutes and the authorities. That collaboration will bring jobs and prosperity for everyone in the region. So collaboration with PSV is a rational and clever move. Together we will see to it that the national as well as international appeal of Brainport Eindhoven will be strengthened even more, which will benefit everyone concerned.”
